**Who qualifies.** Applies to the project; OSI-approved license required; non-commercial use only. Project must use a recognized OSS license (MIT, Apache 2.0, GPL, etc.), must not be venture-backed or revenue-funded, and must not be owned or primarily maintained by a for-profit company.
